In Europa, per valutare l’esposizione ai campi elettromagnetici (CEM) si utilizza generalmente la media dei livelli di esposizione calcolata su un intervallo di 6 minuti. Questo metodo è conforme alle raccomandazioni della Commissione Internazionale per la Protezione dalle Radiazioni Non Ionizzanti (ICNIRP) e garantisce che eventuali picchi – soprattutto quelli con effetti termici – non superino i limiti di sicurezza.
Tuttavia, a partire dal 2003, con il DPCM dell’8 luglio, l’Italia ha adottato un approccio diverso: i livelli di CEM vengono ora valutati sulla base di una media calcolata su un periodo di 24 ore. Questa scelta normativa rende il nostro Paese l’unico in Europa a misurare l’esposizione in questo modo. Mentre la media su 6 minuti permette di rilevare eventuali superamenti momentanei dei limiti, quella su 24 ore tende ad “ammortizzare” i picchi, facendo apparire complessivamente i valori conformi anche se, in alcuni momenti, potrebbero essere stati superati.
Il dibattito su questa metodologia è acceso. Da un lato, alcuni sostengono che la media giornaliera consenta alle compagnie di telecomunicazioni di modulare le emissioni in base al traffico, mantenendo la media entro i limiti stabiliti. Dall’altro lato, però, si solleva il problema del rischio per la salute: monitorando su un periodo così lungo, infatti, si rischia di non individuare quei brevi momenti in cui l’esposizione supera notevolmente i limiti di sicurezza.
Un esempio che aiuta a comprendere la questione è il seguente: immaginate due autovetture che percorrono lo stesso tratto di autostrada, entrambe ad una velocità di 130 km/h rilevata dai dispositivi di controllo (i cosiddetti “Tutor”). Il primo veicolo mantiene costantemente 130 km/h, mentre il secondo alterna tratti in cui supera i 200 km/h e altri in cui viaggia molto più lentamente, in modo da far risultare una media di 130 km/h. Dal punto di vista del monitoraggio, entrambi rispettano il limite. Tuttavia, il secondo automobilista ha comunque superato il limite consentito in vari momenti, mettendo a rischio la sicurezza stradale, anche se ciò non viene rilevato dalla media.
Allo stesso modo, se il limite di emissione dei CEM, fissato in Italia a 15 V/m (aumentato da 6 v/m a 15 v/m dal Governo Meloni), una misurazione effettuata su 6 minuti garantirebbe una maggiore sicurezza nel controllare che i picchi non superino tale valore. Utilizzando invece la media su 24 ore, c’è il rischio che momentanei superamenti vengano “compensati” da periodi in cui l’esposizione è bassa, nascondendo così eventuali situazioni critiche. In pratica, questa modalità di monitoraggio potrebbe consentire alle compagnie di telecomunicazioni di operare al di sopra dei limiti per brevi periodi, con il vantaggio di mantenere la media giornaliera entro i valori imposti.
In conclusione, mentre in Europa si preferisce il metodo della media su 6 minuti per una valutazione più puntuale e cautelativa dell’esposizione ai campi elettromagnetici, l’Italia ha scelto di utilizzare la media su 24 ore. Tale decisione, che non è altro “un grande inganno”, potrebbe favorire interessi industriali a scapito della salute della popolazione, non garantendo il monitoraggio efficace dei picchi di esposizione che potrebbero rappresentare un reale rischio.
